North Carolina State Transfer WR Devin Carter Flips Commitment from Penn State to West Virginia

West Virginia ends up benefiting from a surprise change of heart by a transfer in Devin Carter.

North Carolina State transfer wide receiver Devin Carter has decided to flip his commitment from Penn State to WVU. Carter tweeted his new choice by tagging WVU wide receivers coach Bilal Marshall and adding “let’s work” over a graphic.

Penn State will now have to work a little harder to build depth to its receiving corps for the 2023 season. The program is losing its top two receivers from this past season, those being Parker Washington (NFL Draft) and Mitchell Tinsley (out of eligibility). Penn State only has one receiver (Carmelo Taylor) committed to its 2023 class.

Being able to secure a veteran receiver, especially one from a major conference program, is a big deal for the Mountaineers who lost Bryce Ford-Wheaton and Sam James to the NFL Draft and Kaden Prather and Reese Smith to the Transfer Portal.

Carter’s decision to transfer came in the midst of confusion, which maybe foreshadowed his eventual commit flip. When asked about if he had any players opting out the Duke’s Mayo Bowl, North Carolina State head coach Dave Doeren told the media that Carter would be missing the game due to declaring for the NFL Draft. Once he heard what his coach said, Carter then jumped on social media to dispute that statement and make it clear he had not made up his mind about his playing future yet. It was the next morning when Carter officially announced he was going to continue playing college football, but just somewhere else.

He caught 25 passes for 406 yards and two touchdowns in 2022. Despite having spent five years with the Wolfpack, Carter still has eligibility thanks to the COVID season and barely playing in 2018.
