Parker Washington and Mitchell Tinsley provided a reliable one-two punch for Sean Clifford this season, and it wouldn’t have been possible without dipping into the transfer portal to add Tinsley from Western Kentucky.
However, Tinsley has exhausted his college eligibility and Washington is a potential candidate to test the NFL Draft waters.
New quarterback Drew Allar will need some wide receivers to throw to next season, and there could be another transfer portal addition on the way. Former USF wide receiver Jimmy Horn Jr. received an offer from Penn State earlier this week, and the interest is mutual.
Horn, who will be announcing his next location on Christmas Day, announced a final four of Colorado, Houston, Texas A&M and Penn State.

Horn, a 5-foot-10, 175-pound wide sophomore receiver/return man from Seminole High in Sanford, Florida, earned All-ACC first-team honors as a kick returner in 2022 — returning seven kicks for 209 yards (29.7 yards per attempt) and a touchdown.
He also added 551 yards (14.9 yards per reception) and three touchdowns on 37 catches as a sophomore, and he finished his USF career with 959 yards and four touchdowns on 67 catches and 107 yards and a touchdown on 14 carries.
Aisde from the obvious offers in Colorado, Houston, Texas A&M and Penn State, Horn also received offers from Virginia Tech, West Virginia, Pitt, Missouri
Horn will have two seasons of eligibility at his next destination.
Tinsley is Penn State’s only wideout who will not be able to return next season, and even if Washington doesn’t return, Harrison Lambert III and KeAndre Lambert-Smith return as starters. PSU has a young, talented corps of wide receivers looking to see the field, but a veteran like Horn would be a big addition.
Carmelo Taylor (Roanoke, Virginia) is currently the only wide receiver in Penn State’s class of 2023, but freshmen Anthony Ivey, Kaden Saunders, Omari Evans all arrived in 2022.
