Penn State HC James Franklin on Transfer Portal Windows: โ€˜Right Now, Thereโ€™s Just No Rulesโ€™

University Parkโ€”ย Right now, there are two transfer portal windows in college football, and Penn State coach James Franklin wants to see that change.

The winter window closed Dec. 28.

The spring window will open April 16 and run through April 25.

This means that players can go through a whole spring practice season and still decide to transfer, as we just saw in Knoxville, Tennessee.

For Franklin, the best thing for the sport would be for one transfer portal window.

WHAT FRANKLIN SAID

Hereโ€™s what Franklin said about the way the current transfer portal windows are set up.

โ€œI think from my board meetings with the AFCA and what most coaches across the country are speaking onโ€” I want to be careful Iโ€™m not speaking for all coaches but I think a good majority of them would like one window,โ€ he said. โ€œI think thatโ€™s in everybodyโ€™s best interests. The players know whoโ€™s on the roster, the coaches know whoโ€™s on the roster.

For Franklin, eliminating spring football entirely is a viable option.

โ€œEven if you made (the window) after spring ball and then went to more ofโ€ฆ even maybe got rid of spring football and went to maybe like a summer OTAs and did it then,โ€ he said. โ€œI think there needs to be one window. Right now, thereโ€™s no rules.โ€

โ€œYou could have 50 guys go in the portal at this time of year, and itโ€™s a problem,โ€ he said. โ€œThereโ€™s also protection already for if thereโ€™s a coaching change, which weโ€™ve seen. Right now, thereโ€™s just no rules, and I donโ€™t really think itโ€™s in anybodyโ€™s best interest.โ€

PENN STATE COULD STILL BENEFIT

Penn State could well benefit from the spring transfer portal window even though Franklin feels the way things are set up is flawed at best.

One of Franklinโ€™s best defensive players, Chop Robinson, committed to Penn State from Maryland in April 2022.

The programโ€™s Name, Image and Likeness collective, Happy Valley United, launched a spring transfer portal fund earlier this month.

Penn Stateโ€™s annual spring game is scheduled for Saturday, April 26 at 2 p.m.

Who knows if it will be the last one.
