Penn State has extended an offer to former NC State WR Devin Carter from the transfer portal.

Carter also holds offers from Georgia State and West Virginia. Carter entered the transfer portal Tuesday and bypassed NC State’s Duke’s Mayo Bowl game against Maryland.
Carter (6-foot-3, 215 pounds) caught 25 passes for 406 yards and two touchdowns this past season as a WR for NC State. For his career, Carter has 115 catches for 1906 yards and 10 touchdowns.
Before NC State, he was a three-star wide receiver out of Clayton High School in North Carolina. He was the No. 25 player in the state and the No. 115 wide receiver in the 2018 recruiting class.
Carter will have one year of eligibility remaining and would fill a major need for Penn State. Mitchell Tinsley and Parker Washington will be moving on from the program, leaving a young but talented group of receivers that includes Class of 2022 up-and-comers Kaden Saunders, Omari Evans and Anthony Ivey. He would also bring size to a receiver group that is lacking it. The only wide receiver over 6-foot-1 tall is Malick Meiga at 6 foot-4, and he’s primarily a special teamer.
Penn State has been looking for other options at receiver in the transfer portal. One of them is Dante Cephas, a Kent State transfer who played at Penn Hills High School near Pittsburgh. Cephas visited Penn State this past weekend and is projected to pick Penn State by 247Sports National Recruiting Analyst Brian Dohn. Cephas is third on Kent State’s all-time receiving lost.
