Penn State missed out on one of the top wide receivers in the class of 2025 from the DMV area.
Four-star wideout Matthew Outten is staying home and committed to Virginia Tech on Monday. A 6-foot, 200-pound athlete from Portsmouth, Virginia, Outten turned down Penn State and others, including Maryland and Syracuse.

Outten is regarded as the sixth-best recruit in Virginia, per 247Sports, and the 139th player overall. Outten was recruited by Marques Hagans and visited Happy Valley on June 7. He visited Virginia Tech on June 21 before ultimately staying home, despite significant interest from Penn State.
He caught 22 passes for 480 yards and six touchdowns in six games last season, per MaxPreps. A good track and field athlete, Outten qualified for states in the 100 and 200-meter dashes as a sophomore. Virginia Tech closed 2023 7-6 and 5-3 in ACC competition.
