It makes sense, considering Penn State (Big Ten) and Utah (Pac-12) are both from other conferences, which is a pre-requisite.
The national championship game, schedule for Monday, Jan. 9 in LA, will have ACC officials.
There are no ACC teams in the College Football Playoff. There aren’t any Pac-12 teams, either, and Pac-12 officials will be working the Peach Bowl semifinal game between No. 1 Georgia and No. 4 Ohio State. The second semifinal, which is the Fiesta Bowl between No. 2 Michigan and No. 3 TCU, will be officiated by an SEC crew, as will the Cotton Bowl between No. 10 USC and No. 16 Tulane. Big Ten officials will be responsible the Sugar Bowl (No. 5 Alabama vs. No. 9 Kansas State) and the Orange Bowl (No. 6 Tennessee vs No. 7 Clemson).
The 109th Rose Bowl Game between Penn State and Utah is scheduled to kick off at 5 Monday, Jan. 2. Penn State will be without defensive back Joey Porter Jr. (opt-out/NFL Draft) and leading receiver Parker Washington (season-ending injury). Utah will be without cornerback Clark Phillips III (opt-out/Draft) and leading receiver Dalton Kincaid, who plays tight end (injury/Draft).
