Less than two hours after Penn State coach James Franklin wrapped up his weekly press conference, huge recruiting news dropped.
Matthew Outten, a four-star receiver who’s a top 10 overall player in Virginia from the Class of 2025, has flipped his commitment from Virginia Tech to Penn State.

Outten had been committed to VT since July, picking it over Maryland, Penn State and Syracuse, among others. Outten is a 6-foot-2, 210-pounder from Norcom High School in Portsmouth, Virginia. Along with receiver, he’s also capable of playing defensive back and took snaps on both sides of the ball this past season, also being the team’s No. 1 return man on special teams.
In just six games, Outten had 480 yards and six touchdowns on 22 receptions, per MaxPreps.
Defensively, he had 22 tackles, and on special teams, he returned a punt for a touchdown and blocked one as well.
It would be fair to classify Outten as a “burner.”
Along with his accomplishments on the gridiron, Outten is also a state qualifier in track, making it in the 100 and 200-meter dashes as a sophomore. Per 247Sports, “top marks include 6.49 in the 55, 10.91 in the 100, 22.45 in the 200, 43-4 in the TJ and 5-6 in the HJ.”
Outten had been a big-time Penn State target for a while.
He visited Beaver Stadium last November for the team’s showdown with Michigan.
Outten then returned in early February for one of the program’s Junior Day events and then took his official visit the weekend of June 7.
Penn State now has 24 commitments in its 2 247Sports, Outten is Penn State football’s highest-rated offensive commitment from the Class of 2025 and the second-highest rated commitment overall.
It certainly is a huge get for James Franklin, Marques Hagans and company.
